Dr Suzette V. Suarez

Dr. Suzette V. Suarez (LlM) is Founding Director of the Center for International Ocean Law. She is an experienced public international lawyer with expertise in the law of the sea,  maritime law, international environmental law, the law of title to territory, and the law and practice of international organizations/institutions. She participates in the EU project MARSAFENET. The acronym stands for NETwork of experts on the legal aspects of  MARitimeSAFEty and security and aims to bring together experts in international law of the sea in order to increase the knowledge on maritime security and safety.

Suzette is admitted to practice in three jurisdictions. She is a Solicitor in the Senior Courts of England and Wales, UK. She is also a Member of the Integrated Bar of the Philippines and a Member of the Hamburg Bar (Hanseatische Rechtsanwaltskammer) in Germany.

Most recently, Suzette was with the Hamburg law firm Lebuhn & Puchta. Prior to that, Suzette served for seven years as Associate Legal Officer at the International Tribunal for the Law of the Sea (ITLOS), Hamburg, Germany. Before ITLOS, she worked as Officer-in-charge of the Institute of International Legal Studies at the University of the Philippines Law Center where she provided legal advice to the Philippine government on international law issues. She worked on environmental law issues as Attorney at the Department of Environment and Natural Resources in the Philippines.

Suzette is an alumna of the The International Max Planck Research School for Maritime Affairs, holds a Dr.iur. degree from the University of Hamburg, and a Master of Laws (LlM) degree from Dalhousie University. She also holds a Diploma from the Rhodes Academy of Ocean Law and Policy and a Certificate from the Hague Academy of International Law External Programme.

She earned her Bachelor of Laws degree from the University of the Philippines and was member of the team that won the Philip C. Jessup International Law Moot Court Competition in 1995.

Before embarking on her law studies, she graduated with a Bachelor of Arts in Political Science from Lebanon Valley College (PA), U.S.A.
